The Carroll County Department of Economic Development is a governmental service organized with the intention of bolstering the local business community and economic strength of the area. The services available include business development consulting, expansion and relocation assistance, workforce training and development, financing options and assistance applying for tax credits.
The Prince George County Human Resource Management department is responsible for assuring that local government has responsible employee resources to service management, retirees and citizens of the county.
The Carroll County Bureau of Development Review is the lead agency in the review of all residential, commercial and industrial plans. This office processes and tracks development plans from submittal through approval.

DPW workers are certified by FEMA and MEMA in disaster management operations and are members of Hyattsville's CERT.
The North Point Edgemere Volunteer Fire Department Station 26 is located on N Point Road. The station's equipment includes two engines, brush, utility and squad trucks, as well as a boat.
The Laurel Police Department handled around 90,000 calls for service within 2008 - 2009. The arrests totaled around 2,400 for that same period. It offers a ride-along program which allows a community member to ride with an offer during a normal day of duties to experience a police officer's daily routine.

The Havre de Grace Parks & Recreation Committee operates out of the Havre de Grace Activity Center, located behind the Havre de Grace Middle School. The Recreation Committee manages the parks, fields and various activities that take place in town. The Committee's Recreation Specialist is Karen Green. The Activity Center also houses the Boys & Girls Club and hosts various events throughout the year, including the Decoy Festival.
F. Scott Fitzgerald Theatre is a 446-seat theatre. It hosts both community theatrical groups and professional touring companies. This theater can be rented for private events.
The Carroll County Water Resource office is a division of the Carroll County Department of Planning. It is located in the main Carroll County office building on Center Street in Westminster. It addresses the impact of water on the local environment and helps set and enforce codes that will ensure a sound long-term resource management plan of action.
